Use the FSB style, "shouldered, Blind" insert to make sure the hole is sealed and to add additional hoop strength around the bolt hole. They are also used to fill in areas where there is missing metal around the hole. The inserts are installed with a small portion of the shoulder left above the surface that will need to be machined off in most cases.
